Concrete is a mix of aggregate, water, and cement. Aggregate itself is a mix of sand, stone, and gravel.

Cement is the binding agent in concrete.

So which is stronger?

Concrete. For big jobs the aggregate in concrete ensures strength and stability that can last hundreds of years. Cement and water can be used on smaller jobs, such as grouting or surface finishing. It can also be helpful to patch up cracks and flaws in aging concrete. But cement’s primary use is as the binding agent in concrete itself.
